INVESTING IN UKRAINE

The World Bank's Investing Across Borders assessment of the ease of doing business in Ukraine is presented below in each of 11 major sectors of the economy. Each index has a value from 0 to 100, where 100 equals the absence of statutory ownership restrictions on foreign direct investment, and 9 means that foreign companies are no allowed to own equity in that sector.

These indicators measure restrictions on foreign ownership of companies across sectors.

Among the 20 countries covered by the Investing Across Sectors indicators in Eastern Europe and Central Asia, Ukraine imposes restrictions on foreign equity ownership that are more restrictive than in some other countries. While most of the primary and manufacturing sectors are fully open to foreign capital participation, Ukraine imposes ownership restrictions in a number of service sectors. In particular, the Law of Ukraine on Television and Radio Broadcasting prohibits foreign investors from establishing TV broadcasting companies. Furthermore, private ownership (both domestic and foreign) of nationwide newspaper media is restricted by law. The Law on Publishing Businesses limits foreign ownership of publishing houses to a maximum of 30%. This limit will likely be abolished soon in accordance with the country’s commitments with the World Trade Organization (WTO). Foreign capital participation in the domestic and international air transportation sectors is limited to 49%.
